Creating New Scene in Same Location

My producer is adamant that if there is any jump in time or space a new scene needs to be created.
I have been told, if cutting to a different space in the same location, a new scene is to be added, I am not to use CUT TO. I am finding this method messy and incomprehensible.

Is this the correct method?

Yes, that is the correct method, particularly for production scripts. However, there are some alternatives used, especially if you're cutting back and forth between two locations, but those are not as generally accepted as putting in a scene heading at each jump in time or space.

There is no need for using CUT TO since changing scenes always implies a scene shift.
