Knowing story structure helps. Another words knowing what you should be doing next helps. If you think that a story will "just emerge" then you will get writers block.

And then the old cliche "just write" helps. Just putting words on paper clears the mind.

Again, you don't understand story structure (you don't know how a story should be laid out beginning to end). What is required (for spam prevention) is a board where admins can see a list of posts everyday and delete individual ones.

Also, the standard "no URLs until you have made X number of posts etc."

Not aware of any technology that incorporates all these.
